Beschreibung

With regards to public sector digitisation the once-only principle (OOP) aims at collecting information from citizens and businesses only once and at enabling public administrations to internally share this information - even across borders - to avoid duplication and to reduce administrative burden.

The conference on the once-only principle for citizens and businesses is a joint event of the two EU funded projects SCOOP4C and TOOP. Both projects investigate the implementation of the OOP in Europe on a cross-border level. While SCOOP4C is analysing how the OOP can be implemented in public services for citizens, TOOP will pilot OOP implementations for businesses.

The joint event aims at creating awareness about the importance of the OOP for administrative burden reduction. It will demonstrate the findings of SCOOP4C and TOOP over the first year and showcase cross-border OOP solutions for citizens and businesses. In subsequent group discussions, participants and speakers will investigate how the presented cross-border OOP solutions can be spread across Europe to implement the once-only principle, and what drivers, enablers but also barriers they had or still have to face to exploit the full potentials of OOP in dedicated domains.

TOOP was launched by the European Commission in January 2017 as an initiative of about 51 organisations from 21 EU Member States and Associated Countries. The project’s approach is to develop a generic federated architecture on a cross-border, collaborative, and pan-European scale that is demonstrated in multiple sustainable pilots.

SCOOP4C started in November 2016. The project aims to investigate, discuss, and disseminate how co-creation and co-production in public service provisioning for citizens can be achieved by implementing the once-only principle.
