Tender Victory
Tender Victory was founded in 2010 by Vicki Stewart, a public sector buyer with Devon and Cornwall Police who had seen from the other side of the table how hard capable businesses found it to submit compelling tenders. The consultancy was acquired in August 2026 by Jennifer Jane Law, who started her career in public sector procurement in 2015, working various public sector departments. The same team of experienced writers continues to craft high scoring, high quality bid responses. The public sector buyer background is what the consultancy is built upon and makes our work stand apart from the competition – we truly know what makes a buyer tick.
Between them, both Jennifer and Vicki have written the tender documents (PSQs, ITTs, RFQs, EOIs, PINs, PMEs – all of the acronyms!), set the evaluation criteria, scored the submissions and run the presentations and site visits. Knowing how a bid is actually marked is what allows our writers to answer the question that was asked, in the way the evaluator needs to read it and award high scores. We work almost entirely in the public sector, and most of our work comes from clients who come back to us. The aim has not changed since 2010: expert bid writing, specialising in supporting:
