"WARning the CITIES” is a conference devoted to the preconditions and consequences of war and other forms of ongoing and potential military conflicts and the ways they affect cities, societies people's lives. The event will focus on the current situation in Ukraine, Russia and Belarus, as well as on the consequences this war has on Europe and South Caucasus.

The event aims at scholars, activists, journalists and politicians to share thoughts and experiences, analyzing and discussing the wars and conflicts in the contemporary world, their backgrounds and consequences.

In addition, the conference aims at establishing and strengthening professional networks that would help the cross-border communication of specialists studying societies and cities affected by the wars.


The planned sessions, discussions and workshops will deal with the following issues:

  • challenges of the management and balance of the political goals, moral principles and economic interests of the countries and societies during the war
  • war refugees from Ukraine and political refugees from Russia and Belarus in Germany and Europe; political refugees in South Caucasus
  • war-time and post-war urbanism; authoritarian and protest urbanism
  • media, political and urban activism in authoritarian societies
  • the anti-war and anti-authoritarian potential of the art
  • the role of civil society in authoritarian regimes
  • “shifting identity” and “identity clashes” in times of war and the situation of forced migration
  • cross-border networking and education between the societies affected by war and new hosting societies


The main working language of the conference is English.


Center for Independent Social Research (CISR e.V.) is organizing this event within the framework of the projects for cooperation with civil society in the Eastern Partnership countries and Russia (Eastern Partnership Program) funded by the Federal Foreign Office of Germany (Auswärtiges Amt) and co-funded within the ERASMUS + program.
