Blockchain and Public Finance

Hype or revolution? Can distributed ledger technologies bring disruptive transformation into public budgets?

A large part of the economy moves through state coffers – government expenditures typically amount to 30–50% of GDP. This creates ample room for good decisions, but also poor performances and corruption.

The promise of distributed ledger technologies (DLTs), commonly dubbed “Blockchains”, is to create accountability along the flow of digital assets. The immutability of the ledger, the decentralized and automated decision-making process, and other checks and balances implemented on the Blockchain show great potential when it comes to improving the governance of public finances. Promising applications include, but are not limited to:

  • Following the trail of money along public procurement supply chains
  • Tokenizing subsidies, impact bonds and other form of governmental incentives
  • Participatory budgeting and disbursement mechanisms
  • Expanding legislative reach by issuing fiscal policies in form of self-executing smart contracts
  • Tokenizing societal goals and creating decentralized incentive machines to achieve these goals while bypassing national treasuries

This meetup will gather stakeholders from public finance as well as innovators from Berlin’s DLT ecosystem to identify promising approaches and discuss possible follow-up action at local, national or multilateral level with a global scope.

The event will be hosted by GIZ Blockchain Lab and WINS Global Consult at RED BOK Co-working. Drinks and tapas will be served.

GIZ Blockchain Lab explores and develops governance models for Distributed Ledger Technologies (DLT) in the context of the 2030 Agenda for Sustainable Development. The Lab engages with the start-up ecosystem, governmental institutions, academia, and the business sector to identify the most promising Blockchain use cases for societal benefit. The Lab is part of GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH), an international implementing agency for sustainable development on behalf of the German Government.
